FACULTY OF LAW - ELECTIVE PROGRAM
The student is free to choose elective courses from the study program he has chosen, or from other study programs organized at the Pan-European University, if they are mutually compatible. (Article 56 of the Statute)
In accordance with the determination of the Pan-European University to introduce a modern European and American approach in the development of study programs, an elective and optional program was introduced, which together form a unique study program of the academic year of study. The student is given the freedom and initiative to independently choose elective and optional courses within multidisciplinary study groups, acquiring specific knowledge and skills and thus designing independently up to one-fifth of their study program.
The elective program together with the compulsory program makes up the study program of the school year, within which a legal threshold of 60 ECTS credit points or 75 ECTS credit points in the regime of so-called intensive studies . This means that the student is obliged to obtain the planned number of credit points from the sources provided for the election program, but he can plan the content of his election program freely, as a personal creation within the rules defined in the election program curriculum.
By designing his elective program, the student can achieve the following goals in the individualization of their own studies:
- to acquire specific knowledge or. skills that are not part of his compulsory program, for which he has a personal affinity or will need in further studies and professional career;
- to realize interdisciplinary study by combining different already scientific fields during the study, thus confirming the versatility of one's own personality;
- that in combination with the optional program in the regime of intensive study or. in addition to the additional semester / year of study, he / she acquires, in addition to the basic diploma, another diploma in the complementary study field;
- to acquire an appropriate subspecialization within his / her study group whose name is referenced in the text of his / her diploma;
- to more easily transfer from the home study group to other study groups located at other faculties of the Pan-European University, reducing the differential program (which is defined by the commission when transferring to non-complementary study groups);
- to prepare through an elective program for transfer to another higher education institution or for continuing studies in the country or abroad.
The original elective program is a set of elective courses that are specific to each study group and as such are planned and offered to students within each study program. Whether a particular subject from the original elective program will be taught in the current school year depends on the number of students who have chosen that subject.
If a student realizes his / her elective program by selecting and passing the original elective courses of his / her study group, he / she is obliged to choose the appropriate elective courses for the current school year during the first teaching cycle / block and to verify his / her choice on the appropriate form in the student service. to plan the teaching process for selected subjects.
* The list of original elective courses is given in the curriculum of the original elective program.
When choosing elective courses, the student must take into account the following criteria:
- The number of ECTS credit points from selected elective courses must, together with credit points from the compulsory study program, and points obtained from other sources of the elective program, provide the prescribed number of ECTS credit points for the school year (60 ECTS points). The number of elective courses depending on the Faculty and study group ranges from one to four elective courses for one school year, where the total number of elective courses that the student will pass depends on the weight factors of selected courses expressed in ECTS credits and the number of ECTS credits. acquired from other sources. The student can choose a smaller number of "difficult" courses, or a larger number of "easier" courses, or an appropriate combination, but the total number of ECTS credits earned in the elective program must be greater than or equal to the planned number of ECTS credits of the elective program for an individual semester.
A quantitative overview of the number of elective courses with their weighting factor expressed in the sum of ECTS credits is given in tabular form attached to this Program .
NOTE: A student in the intensive study mode can choose a larger number of elective courses in relation to the number of courses planned in the study group curriculum. The conditions and manner of realization of intensive studies are prescribed by the Statute of the Pan-European University and are explained in a separate chapter below.
- Elective courses must be time-transparently distributed in both semesters of one school year so that students do not jeopardize the mastery of the compulsory curriculum in a particular semester (compulsory curriculum of each semester consists of four to six courses);
- The student cannot choose subjects that are conditioned by specific previous knowledge, if he does not possess that knowledge. This criterion is realized in practice by controlling the fulfillment of prerequisites for access to the subject in accordance with the curriculum of each subject.
- The student cannot choose the subjects, which already exist in the obligatory part of the curriculum of his study group, in the higher years of study. Exceptions are the subjects of the 4th year of study, for students who have enrolled in a three-year (six-semester) study of the first cycle, since the three-year study can be a complete cycle and the fourth year can be the first year of the second cycle.
If such a student continues his / her education to the fourth year of first cycle studies, or enrolls in the second cycle of studies, and has in the elective program of his / her basic studies passed subjects from the compulsory program of the 4th year, then those subjects are replaced by other subjects. which is determined by the decision of the Dean of the Faculty.
Students who do not REGISTER SELECTED ORIGINAL ELECTIVE COURSES in the prescribed manner (via the survey form, or directly in the student service) within the prescribed deadlines, are required to take the standard elective program for the current school year, which is determined by the Scientific-Teaching Council of the Faculty. at the Senate of the Pan-European University, or to settle the credit points of the election program from other legitimate sources.
If the selected subject is not realized in the regular but in the instructive or. consultative teaching then the student is delivered the scope and type of teaching activities that are planned for this type of teaching.
A detailed description of these types of teaching can be found in the appropriate chapter of this manual.
The type of classes that are organized for individual elective subjects is visible in the list of elective subjects adopted by the University Senate for each school year.
The faculty organizes consultative classes for elective courses for which less than 10 students have applied.
The faculty organizes instructional classes for elective subjects for which less than 20 students have applied.
The faculty organizes the full teaching process for elective subjects for which more than 20 students have applied.
The terms of instructional classes that will be organized for individual subjects, as well as the terms of availability of professors for consultations in individual subjects, are published on bulletin boards, ie. on the website of the Faculty at the seat of the University or. in the headquarters of the registered organizational units of the University. Instructional and consultative classes for the election program are in principle organized in the last cycle of winter or. summer semester.
The curriculum of the elective and optional study program at the Pan-European University defines the goals, selection criteria and manner of realization of the elective program, intensive study regime, subspecialization program, mutual compatibility of study programs in the exchange of program contents, and the list of elective and optional subjects. conditions related to the selection and passing of that subject.
Students are required to respect the criteria and rules for the implementation of the elective program defined by the Curriculum of the elective and optional study program at the Pan-European University. (Article 56 of the Statute)

(2) Program from compatible study groups
A student can achieve an elective program by taking courses from compatible study programs.
The list of compatible study programs is given in tabular form attached to this program .
A student cannot choose subjects that are conditioned by previous knowledge, if he does not possess that knowledge. This criterion is realized in practice by controlling the fulfillment of prerequisites for access to the subject in accordance with the curriculum of each subject.
If the chosen subject is realized within the regular and compulsory program in certain study programs of other faculties of the Pan-European University, then the student freely joins a group of students in that study program and within the same group masters all teaching obligations for that subject.
All students of the Pan-European University have the right to realize their elective resp. optional program regardless of which Faculty the teaching process for a certain subject is organized. In the realization of that program, students have all the rights as if they were enrolled at the same Faculty.
In that case, the elective course for the student is the second or. the third subject within one of the teaching blocks / cycles. If the implementation of the elective program overlaps with the schedule of the compulsory program that the student has in the same teaching block, then the compulsory program has priority, and the student masters the elective program according to the schedule for part-time students or. distance education.
The student must take into account the parameters of the schedule of courses that he has chosen as his elective courses, which includes:
- global time component (scheduling and planning of an individual subject in one of the teaching blocks / cycles),
- local time component (weekly schedule and corresponding daily time schedule),
- spatial component (appropriate classroom, cabinet or other space in which certain teaching or leisure activities are planned for the selected subject).
The schedule also includes the “academic staff component” that is planned to handle the relevant subject. In this regard, students are recommended not to choose courses solely according to the criterion of "suitability" of the deployed academic staff (more flexible or more stringent professors) or. according to the specific weight of the subject (lighter and smaller in relation to heavier and more extensive subjects) , but according to one's own goals defined during the individualization of studies.
The schedule and dates of elective courses that represent the regular program of compatible study groups coincide with the regular schedule of these courses, which is published on bulletin boards, ie. on the Faculty website at the beginning of each semester.
Special emphasis is placed on the obligation of students to independently take into account the terms of pre-examination and examination obligations for these subjects, which are organized in accordance with the provisions of the Statute in the regular (first) exam period immediately after the end of classes in that subject. in the additional (second) term not earlier than 7 days and not later than 15 days after the regular examination term.
Students also have at their disposal the general September deadline, which is organized for all subjects, and which is intended for taking the remaining exams in order to enable enrollment and transition to the next school year.
The student can take the exam in the extraordinary period (if extraordinary deadlines are approved and organized for the same subject) with reimbursement of costs according to the Rules on the amount of tuition fees and the price of services charged at the University.
If a student fails to participate in the teaching process of certain subjects that he has chosen as his elective subjects, the faculty has NO OBLIGATION to subsequently organize classes in those subjects. The student is given the opportunity to independently prepare for the specified subject in the distance education system and to access all examination and pre-examination obligations that are organized for the specified subject in regular and extraordinary exam deadlines and terms, ie. in the general September deadline.
(3) Exams passed at other higher education institutions
In accordance with the principle of lifelong learning and recognition of the right to education as a basic human right, the University will enable the continuation of education and will not discriminate against students transferring from another university, or students with a previous degree, or students who have passed previous exams. on any basis. (Article 37 of the Statute)
A student may achieve part of the elective program or the entire program through the commission recognition of exams passed at other higher education institutions, or at other study programs within the Pan-European University.
Recognition of exams passed at other higher education institutions is done at the Pan-European University by a commission in accordance with the provisions of the University Statute. The student is obliged to send an appropriate request for recognition of the exam to the dean's office of his organizational unit and to enclose a Certificate of passed exams at another higher education institution (Transcript of grades). The student is also required to submit the Curriculum of all passed exams or the curriculum of the course or. a study he attended at another higher education institution.
Exams passed at other higher education institutions may be recognized to students in the compulsory or elective program. As part of the compulsory study program, the Exam Recognition Commission will recognize students from all exams passed at other higher education institutions whose content, according to their curriculum, overlaps by at least 50% with the curriculum of the relevant subject studied at the Pan-European University. The student has no obligation to take these courses during his / her remaining study in the enrolled study program.
Courses taken at other higher education institutions belonging to the home study area of the study program enrolled by the student, which are not planned in the regular and original elective program, may also be recognized to students within the elective program, under the name and content of these courses. higher education institutions from which students come.
The origin of the study area of the appropriate study program was determined in the process of licensing that program in accordance with the Statute and the Rulebook on the classification of scientific fields at the Pan-European University. Compliance with the home study area of the subjects recognized as optional for the student within the study program enrolled by the student, as well as the scope of ECTS credit points that are recognized, is determined by the Examination Commission and the appropriate decision on recognition of these subjects is signed by the Faculty Dean.
Courses that do not belong to the home study area of the study program enrolled by the student cannot be recognized in either the full-time or elective program.
(4) Seminar and other student papers.
Students can gain ECTS credit points in the elective program and through seminar and other papers (essays, project papers, diploma and specialist theses, master's and doctoral theses, monographs or other publications created during the study process, or in the work of students in some from functional organizational units at the Pan-European University) which are defended within one of the subjects of the compulsory program or are independent defended works, and which meet the prescribed criteria.
Seminar and access papers are a specific form of independent work of a student with topics set by a nominal professor or mentor from the program areas of the subject from which the paper is written. Through seminar papers, student literacy and methods and techniques of research work or. use of academic sources, and expand the knowledge from the thematic area of the seminar paper.
Seminar papers must meet the general methodological criteria of academic literacy and the standards of correct citation. they must also meet the requirements of the minimum "scope of work" or. "content of work" which is defined by the requirements of the mentor or. subject teacher when setting the topic.
In order for a seminar, access or other paper to be recognized as a source of an elective program, it is necessary to have at least 20 pages of standardly formatted A4 text, to be made according to the prescribed methodology and to provide the highest grade (A - 10 - excellent or B - 9 - very good), which is determined by the obligatory defense of the work in front of the student audience, which together with the professor participates in the evaluation of the speaker / presenter.
The responsible professor or mentor has the right to run as an elective program in the current school year up to 15% of student papers that meet the above criteria from each individual subject in which this form of student work is envisaged and implemented. Professor resp. the mentor submits the appropriate list with the titles of the papers, authors, defense dates and grades to the dean of the faculty for certification. An appropriate exam application is opened for all certified papers and the paper is entered under its original name within the elective program in the student book / index and in the registry book with the corresponding number of ECTS credits (in accordance with the provisions of the Statute or the Ordinance on student evaluation). Pan-European University). Only defended papers can be evaluated in the ECTS credit system.
The student is obliged to submit the prescribed number of copies of the work in printed form and in electronic form, to the Library or. Center for Publishing of the Pan-European University. Student papers that are verified in the elective program must be permanently stored and cataloged in the University Library. A student cannot earn ECTS credit points provided for the preparation of papers, if the papers are not submitted in written and electronic form and if they are not cataloged in the Library of the Pan-European University.
These papers will be published on the university's WEB page, and will be nominated for publication in the annual Proceedings of the Pan-European University if the student provides an appropriate recapitulation (summary, abstract, abstract) in one of the foreign languages studied at the university.
NOTE: Individual student papers (specialist, master's, doctoral) represent a compulsory program in the appropriate study cycle and are scored in accordance with the Curriculum of the individual study program. These papers are defended before the academic commissions according to the prescribed procedure in accordance with the Statute of the Pan-European University and the relevant regulations.
(5) Papers published in relevant professional and scientific publications
Students can obtain ECTS credit points in the elective program and on the basis of papers whose topic and content is related to the scientific field of the study group / specialization, which they study and which are published in relevant professional and scientific publications.

Rulebook on the evaluation of students' knowledge at the Pan-European University.
The responsible professor or mentor nominates such student papers as an elective program to the Dean of the Faculty or. organizational units for certification. If the Dean of the Faculty accepts the proposal, then he issues an appropriate decision. For such certified papers, an appropriate exam application is opened, and the paper is entered under its original name within the elective program in the student book and registry book with the corresponding number of ECTS credit points.
The student is obliged to submit a publication in which the work was published to the Library or. Center for Publishing of the Pan-European University, as well as the work itself in electronic form if it is not protected by copyright at the institution that published the work. Student papers that are verified in the elective program must be permanently stored and cataloged in the University Library. The student cannot earn the ECTS credit points provided for the preparation of papers, if the papers are not cataloged in the University Library.
For certain papers such as papers within the doctoral study or. doctoral theses can also prescribe stricter conditions for approving papers in the election program related to publication in journals with the appropriate impact factor indexed in the appropriate databases.
(6) Papers or co-papers at professional and scientific conferences

Rulebook on the evaluation of students' knowledge at the Pan-European University.
The student is obliged to achieve a minimum of 60 ECTS credit points in the study program during the school year, from the compulsory study program and from the sources provided for the elective program. The elective program carries the appropriate number of ECTS credits in accordance with the curriculum of the study program enrolled by the student. The elective program cannot be left out, because in that case the student will not achieve the required threshold of ECTS credit points for the transition to the next year of study.
The student plans the content of his / her elective program independently to the extent provided by the curriculum of the study program that he / she enrolled in. Students can fulfill obligations based on the elective program in several ways:
- by selecting the original elective subjects or. module from the Curriculum of the original election program for the school year 2014/15, adopted by the University Senate.
- by selecting courses from other study programs taught at the Pan-European University, provided that these courses are compatible with the study program enrolled by the student,
- by recognizing exams they have previously taken at another higher education institution,
- evaluation of seminar and other papers within the election program,
- evaluation of work, professional, clinical and laboratory practice, volunteering and internships ;
- by evaluating participation in professional resp. scientific research projects and participation in professional and scientific gatherings .
If a student opts for one of the specialist specializations in the fourth year of study, then instead of the elective program, he must complete the program of the selected specialization, which in that case replaces the elective program. If a student is enrolled in a four-year first cycle study, he can choose a specialization in the third year of study, which replaces the elective program of the third and fourth year with a specialist program, taking care to achieve the legal minimum credit points in the current year.
Subjects planned in the elective program are processed in the mode of instructional teaching. with processing of all planned teaching activities in abbreviated form. The student prepares a course for which instructive classes are organized in interaction with the teaching staff and fellow students, with the focus of preparation on the student's independent work. The student also uses all information and communication means or. distance learning technologies introduced at the University, as well as instructions received from teaching staff. In the regime of instructive teaching, at least three exam periods are organized for students, in the same way as when processing the subjects of the compulsory program.
Teaching staff is obliged to acquaint students more closely with the structure of the subject, with specific requirements related to the critical mass of knowledge that are a condition for passing the grade, with exam questions, and with pre-examination obligations that are an integral part of evaluating knowledge in this subject. In accordance with the economy of time, the professor is obliged to answer students' questions related to important and abstract elements of the curriculum, and to give students precise instructions related to basic textbooks and other literature necessary for successful exams and fulfillment of pre-exam obligations.
Instructional classes in the elective program include 12 contact-teaching hours that are delivered to students in up to 4 organized terms (2 - 4 weeks). At least two classes must be organized on Fridays or. on Saturdays, to be available to part-time students from distant residences. The teaching block in a single term cannot be longer than 3 hours. As a rule, appointments are organized in the afternoon (evening class from 17.00 to 20.00 ), ie. in the morning on Saturdays. If the processing of an elective course involves exercises, pedagogical workshops or. practical work or work practice, these pedagogical activities are organized according to a special schedule.
Teaching methods in modules
The teaching module is a complex of several pedagogical activities that are performed simultaneously and that provide interdisciplinary knowledge about the content of the module as a whole. When processing teaching units and various educational contents in the module, a functional and holistic approach is applied. The material provided within the module is interpreted multidisciplinary, and the planned pedagogical workshops and practical forms of teaching cover all aspects of the subject, ie. areas of application that are interpreted in a unique and holistic way. The content of the module is scored according to each planned pedagogical activity and the grade is given individually for each teaching discipline that is part of a particular module (each pedagogical activity of the module is recorded separately in the registry books and expressed separately in the transcript of grades or in the diploma supplement).
Grades are usually formed at the council of teaching staff involved in the processing of each module. Students are not allowed, except in exceptional cases, to take over parts of the module or. to choose individual teaching disciplines that are taught within the teaching modules, as separate elective subjects, they must already pass all the planned pedagogical activities of the module. The reason for studying the teaching contents of the module in the form of a single teaching unit is in the functional and holistic approach to these contents, while the content of individual subjects is generally broader than the content of the same subject interpreted within the module.
The scientific disciplines that make up the module can be taken independently only in different cycles (first, second and third cycle) or. in different levels of the same cycle (three-year and four-year level I cycle), or if a module containing those disciplines is not organized in the current school year.
A team of several teachers and associates is engaged in the processing of the teaching contents of the module. Each module has a module leader who is responsible for planning and coordinating pedagogical activities within the module. The modules are mastered in a period of 10-15 weeks, which depends on the scope and pedagogical contents of the module according to a separate plan prepared by the module leader.
Compulsory, elective and optional programs, together form a unique study program of the academic year of study. The student is obliged to achieve at least 60 ECTS credits in the school year in the compulsory subjects of the study program he / she enrolled in and in the elective program he / she opted for. (Article 56 of the Statute)
Student of the Pan-European University, during one school year, in all programs and studies
basics (regular program, elective program, optional program, differential program) cannot
gain more than 75 ECTS credit points. (Article 56 of the Statute)
The elective and optional study program is part of the Curriculum of the Faculty and the University.
The student designs an elective program and on that basis acquires ECTS credits from several sources:
- taking original elective courses that are specific and planned in each study group;

The student can also take the exam at the extraordinary deadline (if extraordinary deadlines are approved and organized for the same subject) with reimbursement of costs according to the Rules on the amount of tuition fees and the price of services charged at the University.
Consultative and instructional teaching is applied in small groups of students, for students in distance learning mode, in "one on one" teaching and for students in postgraduate and doctoral school.
Consultative classes include up to 6 hours of consultations that are provided to students in a maximum of two organized terms.
The aim of the consultation is for students to get acquainted with the structure of the subject, with the specific requirements related to the critical mass of knowledge that are a condition for passing the grade, with exam questions, and with pre-examination obligations that are an integral part of knowledge evaluation. In accordance with the economy of time, the professor is obliged to answer students' questions related to important and abstract elements of the curriculum, and to give students precise instructions related to basic textbooks and other literature necessary for successful exams and fulfillment of pre-exam obligations.
The student prepares a subject for which consultative classes are organized independently , using all information and communication means, ie. distance learning technologies introduced at the University, as well as instructions received in consultation with teaching staff.
Instructional classes include up to 12 contact-teaching hours that are delivered to students in up to 4 organized terms. Instructional teaching means in abbreviated form all planned teaching activities that are organized according to the program for a particular subject, and which may include the following categories: contact hours, exercises, seminars and other practical works and pedagogical workshops (different types) organized within one subject. Hours of professional and clinical practice may or may not be included in the allocated fund of instructional classes.
Instructional classes also imply that students are introduced to specific requirements related to the critical mass of knowledge that are a condition for passing the test, exam questions, pre-examination obligations that are an integral part of the evaluation of knowledge in this subject, and that students are given precise instructions textbooks and other literature necessary for successful passing of exams and fulfillment of anticipated pre-exam obligations.
The student prepares a course for which instructive classes are organized in interaction with the teaching staff and fellow students, with the focus of preparation on the student's independent work. The active participation of students in mastering instructional teaching is the subject of evaluation and forms part of the final assessment of the student in accordance with the curriculum of the course and the Statutory Provisions.
Students have at their disposal a total of 12 teaching modules (of which they choose two) from the following areas:
- Economic / civil law area (two modules);
- Judicial / criminal area (two modules);
- Criminal - forensic legal field (two modules)
- General international law area (two modules);
- Community / European legal field (one module);
- Precedent / American legal field (one module);
- State administrative area (two modules);
Since each module is a complex of 3 related subjects of abbreviated content that are studied together with the aim of providing multidisciplinary knowledge in a specific area of law enforcement, students within all teaching modules have at their disposal a total of 35 specialist disciplines .
The module is processed throughout the semester. For each module, a "Teaching Module Mentor" is appointed, who, in addition to the teaching he / she performs within the module, has the task of coordinating other teaching staff engaged in the processing of the teaching module. The material provided in the module is interpreted multidisciplinary, and the planned pedagogical workshops and practical forms of teaching include all aspects of the subject or. legal institutes that are interpreted in a unique and holistic way.
Modules are scored with cumulative credit points allocated for the teaching module as a whole (a total of 9 or 10 ECTS credit points) , while the grade is given individually for each teaching discipline that is part of a particular module.
Grades are usually formed at the council of teaching staff involved in the processing of each module. Therefore, in a three-year (6-semester) schooling, students process one teaching module (which they freely choose from a set of 12 modules) , and in a four-year (8-semester) schooling, they process two teaching modules.
However, students are enabled to choose individual subjects that are taught within the teaching modules, as elective subjects, and thus to, in addition to scientific disciplines within the two compulsory modules, master other subjects in which they are interested (which are located). in other modules) .
If modular subjects are chosen as separate electives, then they are evaluated with the credit points specified in the original elective program.
