Prof. Dr. Ljubinko MITROVIĆ is a doctor of legal sciences, with the title of full professor at the Department of Criminal and Criminal Procedural Law, i.e. scientific associate (Institute for Comparative Law from Belgrade). He graduated from the Faculty of Law in Banja Luka, received his master's degree from the same Faculty, and obtained two doctorates in state law and criminal law sciences in Belgrade and Niš. Until the beginning of September 2022. In 17, he held the position of Ombudsman for Human Rights of Bosnia and Herzegovina (he was appointed Ombudsman for Human Rights of Bosnia and Herzegovina on XNUMX November 2015 for a period of six years), and before that he was employed at the Faculty of Legal Sciences of the Pan-European University APEIRON in Banja Luka as dean and professor of this Faculty and at the College of Internal Affairs in Banja Luka as professor and deputy director. He also taught at: Faculty of Law, University of East Sarajevo, University/University of Vitez in Vitez, Faculty of Administration, University of Sarajevo, Faculty of Law, University of SINERGIJA in Bijeljina, High School of Business and Technology in Doboj and finally at the Faculty of Law in Sarajevo. He has been a member and examiner in the Commission for Bar Exams in the Republic of Srpska since 2005. in 2010, and a member of the Commission for taking the professional exam for work in the administration of the Republic of Srpska since XNUMX. years. He is on the List of Educators of the Ministry of Justice of Bosnia and Herzegovina, Department for Education in Criminal Matters before the Court of Bosnia and Herzegovina, in the capacity of senior educator for legal areas: criminal law area of ​​BiH, international criminal law and human rights and freedoms. He is on the list of educators of the Centers for the Education of Judges and Prosecutors of the Republic of Srpska and the Federation of Bosnia and Herzegovina. He was the deputy editor-in-chief of the magazine of the Ministry of Internal Affairs of the Republic of Srpska: "Security, Police, Citizens", Banja Luka and a member of the Council of the theoretical and professional magazine: "Defendologija" Banja Luka, and is currently a member of the Council of the magazine "Review of Criminology and Criminal law" from Belgrade. He is a member of the Publishing Council and the Editorial Board, as well as an editor, and since 26 June 2014 years to 17 November 2015 In 2010, he was the editor-in-chief of the scientific and professional journal in the field of legal sciences - Yearbook of the Faculty of Legal Sciences of the Pan-European University APEIRON Banja Luka. He is a member of the Publishing Council and the Scientific Board of the Journal of Legal Theory and Practice, Pravna Rijec, the newsletter of the Association of Lawyers of the Republic of Srpska. He is also a member of the Editorial Board of the Proceedings of the Institute for Criminological and Sociological Research from Belgrade. He is the president of the Scientific Committee of the Banja Luka Research Center and the editor-in-chief of the Proceedings of the Banja Luka Lobbying Center. He is a member of the Presidency of the Association of Lawyers of the Republic of Srpska. He is a member of the Presidency of the Serbian Association for Criminal Legal Theory and Practice from Belgrade for the Republic of Srpska, since 2010. years. Since 2008, he has been participating in the largest regular annual international conference of the Serbian Association for Criminal Legal Theory and Practice in Zlatibor in the area of ​​the former SFRY. years. He has been participating in the October Lawyer Days in Banja Luka with his own papers since 2005. year, and at the Scientific Meeting in Palić organized by the Institute for Criminological and Sociological Research since 2008. years. He is one of the founders and organizers of the International Consultation in the field of criminal law theory and practice in the Republic of Srpska, which has traditionally been held since 2009. held every year in the month of April in the cities of Republika Srpska, organized by the Serbian Association for Criminal Legal Theory and Practice and the Ministry of Justice of the Republika Srpska (so far these meetings have been held fourteen times in Bijeljina, Brčko, East Sarajevo, Trebinje - three road, Banja Luka, Prijedor, Teslić, Doboj and Milići). He is the recipient of the Certificate of Appreciation for the overall support to the work, affirmation and international promotion of the Association of Lawyers of the Republic of Srpska, as well as his contribution to the organization of the International Counseling of Lawyers entitled: "October Law Days". He is also the recipient of the Certificate of Appreciation from the Institute for Criminological and Sociological Research in Belgrade for his outstanding contributions to the Institute's scientific and professional work, on the occasion of the Institute's 50th anniversary. He is the recipient of the Certificate of Appreciation from the Student Club of the Faculty of Political Sciences Banja Luka for successful cooperation and selfless contribution in the realization of their activities. He is on the list of domestic and international experts/experts of the Agency for the Development of Higher Education and Quality Assurance in BiH, as well as on the list of experts for accreditation of institutions and study programs (from the scientific field of legal and economic sciences) of the Agency for Control and Quality Assurance of Higher Education of Montenegro . He participated in the work of commissions for the drafting of a dozen laws (the Law on Misdemeanors, the Criminal Law, the Law on the Protection and Treatment of Children and Minors in Criminal Proceedings and the Law on Confiscation of Assets Acquired by Criminal Offenses stand out). He published over 250 scientific and professional works (he published and exhibited his works in Belgrade, Skopje, Ohrid, Sarajevo, Niš, Zenica, Bihać, East Sarajevo, Prešov (Slovakia), Istanbul (Turkey), Shanghai (China), Novi Sad , Vrnjačka Banja, Kemerovo (Russia), Kladovo, Moscow, Bijeljina, Tara, Zlatibor and Kopaonik, etc.). With his own reports, he participated in over 150 international and domestic scientific gatherings and consultations. He published 30 books independently or in co-authorship. For the title of doctor of legal sciences, in the role of mentor, he produced 10 master's degrees at four faculties.
