Pan-European University "APEIRON" is an educational-scientific institution that, within its parent activity of higher education, independently and/or in cooperation with foreign partners conducts basic academic studies of the first cycle, specialist and master's studies of the second cycle and doctoral studies of the third cycle, programs of lifelong learning (life-long learning) and constant professional training and improvement. The university also conducts basic and applied research in the main scientific fields of accredited study programs, as well as research that serves the purpose of developing educational activities. Pan-European University "APEIRON" is a teaching-scientific, non-profit higher education institution in private ownership, which operates on the basis of a license from the Ministry of Education and Culture of the Republic of Srpska. The University was founded in 2005 and is registered as a higher education institution in the court register of the Basic Court in Banja Luka under number: U/I 4847/05, as well as in the Register of Higher Education Institutions of the Ministry of Education and Culture of the Republic of Srpska under number 11-I/08. Accreditation: Decision on accreditation no. 01.1.3.74/16 from 24.3.2016. (Agency for Accreditation of Higher Education Institutions of the Republic of Srpska). The University has a permit for conducting distance education no. 07.2- 9624-1/07 from 28.12.2007. years. The Pan-European University carries out higher education activities at the headquarters of the institution in Banja Luka and outside the headquarters in licensed study programs and cycles in Bijeljina according to the decision of the Ministry of Education and Culture of the Republic of Srpska no. 07.023/612-86-2/10 from 06.09.2010. year and in Novi Grad according to the decision of the Ministry of Education and Culture of the Republic of Srpska no. 07.023/612-35-2/10 from 06.12.2010. years. The decision on meeting the requirements and permits for the operation and execution of licensed study programs are public documents that the Pan-European University makes available to the public through its website and in other convenient ways.

"APEIRON" University is a non-profit higher education institution

Pan-European University "APEIRON" Banja Luka, as a higher education institution, is a non-profit organization that performs its activities as a public service, and the profit that is made is used exclusively for the development and improvement of its own higher education activities.

The Law on Higher Education of the Republic of Srpska (Official Gazette of the Republic of Srpska No. 73/10 of July 30, 2010, Chapter 3, Article 11, Paragraphs 1 and 2) stipulated that higher education institutions are non-profit institutions. All profits realized in the period from the date of entry into force of the aforementioned Law are used for the development and improvement of the own activities of higher education.

The non-profit status of the institution is also confirmed by the current Law on Higher Education of the Republic of Srpska (Official Gazette of the Republic of Srpska No. 67/20 of July 10, 2020, Article 30).

Headquarters of the institution

The headquarters of the University is in Banja Luka, where there is a student campus with a capacity of 6.000 m2 of closed space and 9.100 m2 of surrounding landscaped land. In this space, which is equipped with the most modern educational equipment and classrooms, computer and telecommunication equipment, there are two amphitheatres, more than a dozen classrooms, offices for professors, a library and a reading room, rooms of the rectorate and administration of the university, rooms of the deans of all faculties, administrative offices and student services of the University, offices for basic medical sciences and laboratories for chemistry, physical chemistry, clinical chemistry and biochemistry, Laboratory for information and communication technologies and distance learning, two offices for informatics, University Radio and Television "APEIRON". The space inside the classrooms is organized to encourage the interactive work of students and teachers, and all classrooms are digitized and equipped for conducting distance learning studies with standard built-in equipment for tele-conferencing and video-streaming on the Internet from each classroom (standard equipment of each of the classroom is an IP video camera, a broadband stationary microphone, a multimedia computer for the acquisition and digitization of all input and output content in/out of the classroom, a projection device and a projection panel). All lectures are recorded, digitized and cataloged in the distance learning information system, allowing students to review any teaching unit at any time and from remote locations.

Types of education


The Pan-European University organizes studies as:
  • First cycle studies lasting three and four years
  • Master's studies of the second cycle lasting one and two years
  • Doctoral studies of the third cycle lasting three years
In professional education programs, the Pan-European University organizes:
  • Lifelong learning programs (outcome of the certificate of professional academies)
  • Programs of permanent professional training and improvement (outcome of the certificate of professional academies)

Educational paradigms applied at the University:

  • A flexible system of Bologna levels of higher education and transfer, that is, the accumulation of credit points, was designed;
  • In the design of study programs, the modular principle of curriculum construction was applied with the reengineering of traditional teaching programs and the redefinition of teaching plans, whereby students get multidimensional knowledge, multidisciplinary knowledge and interdisciplinary knowledge;
  • The subjects of common foundations ensure the development of general generic competencies of students in parallel with academic-general education, theoretical-methodological, scientific-professional and professional-applicative ones, i.e. specialist competencies;
  • An integral university of Bologna was built, oriented towards the student, the so-called "Student centered university" with the synergy of all shared resources, including educational ones, i.e. educational resources, that is, a university that is also a business, incubation and "career guidance" center;
  • A teaching process based on an integrated mixed study and learning model (blended learning) was introduced, which assumes a synthesis of contact teaching, distance education and mobile education, that is, a synthesis of different forms of delivery of teaching content and different teaching methods. Modern interactive forms of imparting knowledge as dialogue and active participation of students in pedagogical workshops are preferred, in which the student discovers as much as he takes from the teacher, who is both in the role of lecturer and mentor. Problem-based learning, symbiotic learning and project-based learning are applied.
